 [r1826] Surrending Doesnt work propely Maps:Any map

Description:Well, sometimes, the surrending option gets all wrong. If , for example, 2 guys surrender, sometimes the third one would not get count. Instead, the surrendering number will lower by one. It can even be [-1/x of Red Team has decided to surrender.]

Re: [r1826] Surrending Doesnt work propely As far as I can tell, surrendering is sort of toggleable. You hit surrender and when the timer's up, if you hit surrender again, it takes away your vote. Unfortunately, your vote goes away after a while and there's no way to tell when that is. Very annoying.

Re: [r1826] Surrending Doesnt work propely I've added dynamic surrender checking instead of a counter. Gonna need testing next time we have it, however.
